The Smithsburg town government does not sanction trick-or-treating, but the town will take some precautions since Halloween is likely to draw some hobgoblins, princesses and dinosaurs to its streets. Those who want to participate, leave their lights on — those that don’t, turn it off. Those who want their children to participate, take them out. If they don’t feel it’s safe to do so, then don’t.
