Born in California, Kemper had a turbulent educational background. His parents divorced and he moved to Montana with his abusive mother as a child before returning to California, where he murdered his grandparents when he was 15 years old. He was diagnosed by court psychiatrists as paranoid schizophrenia and was sentenced to Atascadero State Hospital as a criminally insane minor.
